Okay, here's a subject I know something about: program management.
While we're all frustrated by projects that go over budget, but to automatically put 100% of those into the category of "excess" and "abuse" is wrong. Despite best efforts, projects sometimes do take longer than expected, especially when they're dealing with cutting-edge technology (such as the coastal combat ship mentioned in this article). In fact, the current administration has actually pushed hard for better program management practices. The office of management and budget (OMB 300) has put more stringent performance reporting requirements on projects than have ever existed before.
It seems this opinion piece has an agenda - of course Iraq was brought into the subject.
And not much was said about the BIG ELEPHANT in the room - entitlement and benefit programs, which are all scheduled to go bankrupt right around when I would start getting them...
